STDF and Aid for Trade

STDF – Regional consultations

 

STDF has undertaken regional consultations based on the Aid for Trade approach of monitoring and evaluation of aid given and strengthening the link between "demand" and "response", by examining the supply and receipt of SPS-related technical co-operation. A research work was conducted to compile the information on SPS capacity building needs based on  existing evaluations. Country surveys tracked technical assistance provided and allowed to identify outstanding needs.

 

The STDF research work culminated in regional consultations between donors, beneficiaries and organizations engaged in the delivery of SPS-related technical co-operation, and aimed at a practical outcome: the mobilization of resources to address outstanding SPS needs. It was expected that the following impact would be generated:

  • Improve the capacity of donors to identify and design successful SPS-related technical cooperation projects and programmes;

  • Improve the ability of beneficiaries to survey and to prioritize their own needs and to interact with the donor community in the elaboration of proposals which will attract funding;

  • Improve the capability of international organizations to match beneficiary needs with well-designed SPS-related technical cooperation projects and programmes; and

  • Further mobilization of resources to address outstanding SPS needs.

Pilot programme:

 

 

In the first half of 2008, STDF's pilot programme of regional consultations culminated in three regional workshops bringing together donors, international organizations and beneficiaries. The three regions surveyed were:

 

1.  Central America: Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama

2.  East Africa: Kenya, Tanzania and Uganda

3.  Greater Mekong Delta sub-region: Cambodia, Lao PDR and Vietnam

 

These events were successful in:

  • Consolidating existing diffuse evaluations of SPS needs into a single overview accepted by the countries and development partners;

  • Identifying existing and future planned sources of assistance to address SPS needs and avoid duplications; and

  • Identifying outstanding SPS priority needs not addressed by on-going or planned assistance

The outcomes of these workshops will be evaluated as a basis for the development of further research work in this area.
