country representatives
Since December 2009, developing country
representatives in the STDF are:

Mr. Washington Otieno (Kenya)
A phytopathologist by training, Mr. Otieno joined Kenya
Plant Health Inspectorate Service (KEPHIS) in 2005 after 13 years of
service as a research scientist at the Tea Research Foundation of Kenya.
At KEPHIS he is working as a General Manager dealing, inter alia, with
biosecurity and trade matters. He is actively involved in SPS needs
assessment and capacity building initiatives at national and regional
levels. Mr. Otieno represents Kenya at the WTO SPS Committee and IPPC
meetings. During the last two years he has also been working with FAO as
phytosanitary capacity building consultant in the United Republic of
Tanzania. |

Ms. Chaweewan Leowijuk (Thailand)
Ms. Chaweewan was Vice-President of the OIE Regional
Commission for Asia, the Far East and Oceania and Vice-President of the
OIE Sub-Commission for Foot and Mouth Disease (FMD) Control in Southeast
Asia, a veterinarian with more than 35 years experience in the field of
animal production and health; livestock standards, certification and
products quality control in particular. Ms. Chaweewan was Thailand’s
delegate to OIE for six years and representative to various
international meetings in FAO and ASEAN before retirement in October
2009. |

Ms. Antonieta Urrutia Anabalón (Chile)
With a double background in agronomic science and
international negotiations, Ms. Urrutia has been working for the
Agriculture and Livestock Service at the Ministry of Agriculture of
Chile for over 30 years. Ms. Urrutia has been the Head of the
Agricultural Defence Department, Acting Head of the Agricultural
Protection Division and she is currently an expert in the area of
international, bilateral and multilateral negotiations in the
International Affairs Division. She has also worked as a consultant for
a number of international bodies including FAO, World Bank, WTO and IICA. |
