The STDF's Medium Term Strategy (2007-2011) is designed to move the STDF onto more stable foundations. The Strategy puts much greater emphasis on information sharing and co-ordination in the supply and receipt of SPS-related technical co-operation.
According to the second Independent Evaluation of the STDF completed in November 2008, the STDF's future lies in coordination "since it has a comparative advantage here and can play a unique role in assisting developing countries in the future".
As a co-ordination mechanism, the STDF provides a forum for information sharing by donors, partners and beneficiaries on past, present and planned SPS-related technical co-operation activities. Central to the STDF's co-ordination role is monitoring of technical co-operation, the sharing of information on programmes, capacity needs assessments, evaluations, training materials, etc, exchange of experiences, research on indicators of impact and on effectiveness of SPS-related technical cooperation and the dissemination of good practice in relation to both the provision and receipt of SPS-related technical co-operation. Examination of these issues at a global, regional and national levels is a key part of the STDF's work programme.
The STDF co-ordinates its own activities with those of other programmes. The STDF maintains close contacts with the Aid for Trade initiative. It complements this global scheme through projects and monitoring of aid flows at an operational, issue-specific level. The STDF also liaises closely with the Enhanced Integrated Framework (IF). This linkage is particularly important for the identification of SPS needs during the elaboration of national Diagnostic Trade Integration Studies (DTIS) and the subsequent design of co-operation projects.
