Capacity Evaluation Tools

Activities to improve food safety, animal and plant health (or SPS measures) should be based on a careful identification, assessment and prioritization of needs if they are to be successful and sustainable.  Capacity assessment is therefore an important initial step in the process of building and enhancing SPS capacity.  While the standards of three bodies (Codex, OIE and IPPC) are recognized by the SPS Agreement, many more organizations are involved in SPS capacity building and have developed accompanying evaluation tools. This page provides information on existing SPS-related capacity tools and their application.

 

STDF Workshop on SPS-related Capacity Evaluation Tools:

 

 

Capacity evaluation tools developed by international organizations were the subject of an STDF workshop in Geneva on 31 March 2008.  Information on this workshop, including ten presentations on SPS-related capacity evaluation tools and approaches, is available on the WTO SPS gateway.

 

Capacity evaluation tools developed by international organizations:

The STDF has released a new publication providing information on the scope and use of 12 tools developed by international organizations, including the abovementioned ones. This publication is a useful reference for all those interested in evaluating capacity needs in the SPS area. It covers sectoral tools related to food safety, animal and plant health, as well as cross-sectoral tools and related methodologies.
